Can you give me some tips for travelling to Shika snow mountain?

Is the cost in Shangri-la expensive, compared to Kunming?
Should I go to Potatso National Park at the end of December? The entrance ticket is fairly expensive, I'm not sure whether it's worth visiting in the winter?
