If your last stop before entering Shanghai is not UK, you can get the free transit scheme in Shanghai. No visa will be needed.

What are the rules. Do you have to apply before traveling or can you just provide proof of your air travel etc on arrival at the cruise ship terminal.

You can check the information from Timatic, an IATA database available from several websites. To apply for the free transit upon arrival, you should provide valid passport and onward confirmed ticket to HK.
