24 Hour visa query

I'm an Indian citizen and I would be travelling to Australia with my family and would be transiting from Beijing and Guangzhou on either legs. My stopover is between 12-15 hours. Can I get out of the airport for sightseeing/ shopping and will I be eligible for 24 hour free transit on either leg?
