Can we leave the airport on an 18 hour layover in Guangzhou?

Dear Sir/Madam,

On December 7th my two children (Norwegian) are travelling to Australia with their Australian mother for christmas holidays. The children are travelling on Norwegian passports, valid for at least 12 months. They have an 18 hour layover in Guangzhou, where they plan to leave the airport and get some sleep at a hotel nearby. They have a connecting flight from Guangzhou to Brisbane, Australia. The children have visitor visas for Australia granted.

But contacting the Norwegian embassy in China I am told that they will not be able to leave the airport. Browsing Norwegian travel forums however, I read accounts of Norwegians being able to leave Chinese airports on <24 hour layovers, without entry permit. Are you able to confirm if the information on your website still applies? Can they travel to Guangzhou, get the temporary entry permit stamp or sticker and leave the airport to stay at the hotel?

Thanks in advance!

They are eligible for the 24h twov in Guangzhou, and they can travel to Guangzhou, get the temporary entry permit stamp or sticker and leave the airport to stay at the hotel. If you are worried, you can contact the immigration authorities of Guangzhou to confirm that.
