About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

Can my "departure country" and "third country/region" be the same?

Lets say I fly from Chicago (O'hare) USA to Beijing. I only stay in Beijing for 6 days (144 hours). Then I fly back to O'hare (Chicago, USA). Does this count? Am I eligible for the 144 visa?

There is no such thing as a "144 visa". There is 144 hours transit without visa, but you are not in transit at Beijing so you obviously don't qualify for that. You need a visa.
