I am a bit confused. Do I apply for 24hrs twov before flight do I apply at airport?

There's no need to apply for anything if you are not leaving the sterile transit area (I.e., staying within the same terminal with onward boarding pass). You will simply clear transit security upon arrival. Switching terminals requires you to fill out a form (i.e., the application) and clear immigration and customs.
