About:144-Hour Visa-Free Transit

Okinawa - Shanghai

I am travelling from Naha, Okinawa (Japan) -> Pudong, Shanghai. In order to use the visa free policy, do I have to buy separate tickets to Hong Kong, then back to Naha. Or, am I able to use a return ticket from Shanghai to Naha, with a layover in Hong Kong to qualify for the free transit?

What country us your passport from? Assuming it's one that normally requires a visa, to be eligible for the 144 hour transit you must continue to a third country before you can return back to Japan. If you booked to third country and do not fly it, they will catch you.

It’s a US passport. My question is, does the 3rd country count if it is just a layover?

Any layover or stopover counts, even of you do not clear that country's immigration as Mainland China cannot control what you do and don't do after you have left.
