Do I need a VISA - Cruise Celebrity Millennium - November 2018

We fly from London to Tokyo and the ports of call are: Mt Fuji, Kobe, Kagoshima, Shanghai, Okinawa, Taipei, Hong Kong. We fly back to the UK from Hong Kong. Do we qualify for the 144 hour free transit exemption in Shanghai, as we go from Japan to Shanghai then to Japan and leave from Hong Kong. We are only in Shanghai 13 hours.
