About:Chongqing Jiangbei International Airport

I am a US citizen who will arrive in Chongqing and will change airlines in-transit to the US.

Additionally, I must check-in with the new airline in CQ. Will I need a transit visa for this process?

First of all, you don't need to have the transit visa. About the recheck-in, you need to consult your airlines. If they don't have cooperative relationship, you need to collect the luggage and recheck them. Hope helpful!
