transit visa for 10 hour layover, where to apply for transit visa

Hi,I am an Indian and coming from Japan and will have a layover of around 10 hour at shangai airport , end final destination is IndiaWe are eligible for free Transit ? if yes, then whether we can apply before date of travel or we have to apply at the Airport only.I am having confirm outward ticket from Shanghai, please confirm if i have to apply in advance we are having short of time and it may be possible that it took time to get visa stamping at before our date of travel to japan

You are able to apply for 24h twov in Shanghai. Apply for that in 4 steps: Fill an Arrival/Departure Card at the border inspection counter Get the temporary entry permit stamp or sticker Claim the luggage (if needed) Go through the customs
