Is it possible if I apply for China and Hongkong tourist visa at the same time?

I want to travel to China this November, and then I want to travel to Hong Kong after that.

Yes, you can do both application at the same time. Actually, if you are Australian citizen, you can enjoy visa-free entry to Hong Kong if the stay is not more than 90 days.
