travelling to New Delhi from Vancouver. I have 21 hour layover in Shangha, can I get visa to c city

You can apply for 24h twov in Shanghai, but leaving the airport is no longer possible if your layover is less than 24 hours regardless of nationality. Some reported that bringing a hotel reservation will help. You can give it a try.
