About:72-Hour Visa-Free Transit

I’m flying from NYC to Singapore layover in Shanghai?

Do I need a visa to leave the airport in Shanghai the lay over is 12 hours ? Can I get a 24 hour free transit ? How can I confirm this? Do I get it now or at the airport?

That is up to the immigration officer. Applications can only be made when you have arrived at Shanghai. There's no appealing the officers decision once it's made.
