24 hour visa. Can I leave the airport?

My family ( young kids) and I have an 18 hour layover in Guangzhou with China Southern Airlines between Amsterdam and New Zealand. We have Norwegian passports so are not eligible for a 72 hour free transit. The 24 hour twov says that you can't leave the airport, but I have read about some travelers who have gone out to a hotel with the 24 hour direct transit.

Can we leave the airport with a 24 hour direct transit in Guangzhou??
