72 transit exemption

Arrive at 23:45 pm Chengdu on Oct 20th. If plane arrives late October 21 when does the 72 hrs start. Leaving Chengdu at 16:15 Oct 24

It’s the scheduled arrival time that counts. If you arrive at 23.45 on the 20th, you must leave to a third country by 23.59 on the 23rd. Or else get a visa or change your flights.
