About:24-Hour Visa-Free Transit

Flight from Chiang Mai to Kunming (15 hour layover). . .

then 3.5 hour flight to Qindao (1.5 hour plane change), then onward to San Francisco; US citizen. Is 24-hour TWOV allowed? Thanks!
