About:240-Hour Visa-Free Transit in Guangdong

Chiang Mai-Guangzhou-Dubai possible?

I have a travel plan from Chiang Mai on 13 August and leaving to Dubai 12:30am on 19 August. Does this qualify for the 144 hour transit visa?

Yes, your itinerary is definitely eligible for 144 hour visa free transit. Please, just keep in mind that your both flights do not have any additional landing within mainland China.
