Can I get VOA for staying in Dongguan 2 nights on Australian Visa?

Does staying in Dongguan at Mission Hills qualify under the VOA for Shenzhen? We are travelling by car from Hong Kong - are we able to get the VOA at the road border crossing?

No, it is only available when stay in Shenzhen.
