Our return is Del to Shanghai with a stop in NRT. Then a separate ticket from Shanghai to SFO with a stop in Hong Kong. Please advise

If you have US Passport or one of the other 53 eligible countries. After you leave china you can get a new one. They look at country/region before and after mainland china stop and doesn't matter where you go from there .

So your itinerary is first looked at as Hong Kong > Shanghai > Tokyo which is eligible. Now that you have left China, you are then eligible for another transit Tokyo > Shanghai > Hong Kong

Make sure you show copies of all tickets so that they can see that your next stop after Shanghai is not the same country you enter China from
