About:144-hour Visa-free Transit in Beijing, Tianjin & Hebei

Arriving from Moscow to Beijing Capital Airport on 14th September at 04:10 am

will the counter for the permit be open. If not what time does it open

Generally speaking, the counter will be open as long as there are fights. But I’m not very sure about that, you are suggested to ask the staff in the airport.
