do i need visa in shanghai during my 23 hours layover

Do I need visa to enter and explore Shanghai during my 23 hours layover in Shanghai?
I'm travelling with Indonesian passport from Spain to Indonesia.

You are able to get 24h twov in Shanghai. But it's hard to say if you can explore Shanghai. If you have hotel reservations in there, you can have a try.
