144 Hour Visa Free Transit in China. Am I eligible to obtain a 144 Free Transit?

Arriving in Shanghai from USA. Wish to tour Shanghai for 2 days before getting on cruise ship. First cruise ship stop will be Hong Kong. Last Stop Singapore.
