About:144-Hour Visa-Free Transit

Shanghai - Cruise - Hong Kong

Looking for a cruise that departs Shanghai and enters South Korea, Japan, Taiwan, The Philipines and ends in Hong Kong.
Is a regular visa needed or the 144/72 free exemption?
This because Taiwan is in the itinerary and i don't know how customs regard this as a re-entry.
The flight is direct into Shanghai and out of Hong Kong with no stop-over. Passport is Netherlands.
