I am planning to fly AMS-FRA-PEK-FRA-AMS being in PEK for less than 30 hours - is this allowed on a 72 hour twov?

There is no such thing as a 72 hour visa. There is only transit without visa (24, 72 or 144 depending on the case) and your route does not qualify for that because you're not in transit at PEK.
