As long as Shanghai is the only place your plane lands in China then you are eligible for the 144 hour transit without visa (formerly 72 hours) for Phenom Penh > Shanghai > Vienna. You will want to show e-ticket receipt at check in and advise you are taking advantage of Transit Without Visa. Then again in Shanghai at the 24/144 hour transit without visa desk.
