overnight stay in a hotel in shanghai

2 persons arriving shanghai Aug. 28 morning. Then leaving shanghai the following day noon time going to russia thru another airline. This is not a layover. its a separate booking. Can the russian go out of the airport and stay overnight in any hotel in shanghai? is this covered by 144h transit visa?

the other nationality is dutch from netherlands. also leaving the following day to manila on a different airline and would like to stay overnight in shanghai. covered under 144h free transit?
