Student Visa in Mongolia

Hello,

I saw your answer about applying for the X1 in a 3rd country, but I had a specific question. I'm a UK citizen currently working in Mongolia. I have a Chinese govt scholarship for next year and will receive all the forms etc. shortly. I've heard its very difficult to apply for a visa in Mongolia as a foreign national, especially without Mongolian permanent residence. Do you know if its possible for foreign nationals to apply for student Xs in Mongolia?
