If your travel route would be USA-Shanghai-Japan-Hangzhoou-another country instead of Japan, you are eligible for the free transit. No visa will be needed.

Kent,

So not sure what you mean by "-another country instead of Japan". We will be on the cruise to Japan but it is really a Shangai cruise and we are not stopping off the boat in Japan. So for the time spent on land in China we don't need a visa?

Since you aren't entering Japan this is not a transit but a trip to China so visa would be necessary. This is a 10 day trip to china. If you enter Japan then it could be counted as 2 separate transits.,
