72 Transit 144 Transit visa free

Hello,

My boss is traveling in China through August 15th - 17th.
His route is SINGAPORE (SIN) - SHANGHAI (PVG) - TOKYO (NRT).
He is a US Citizen. Does he qualify for the VISA free transit program? Or will he have to get a visa at the US Embassy? Thank you.
