About:24-Hour Visa-Free Transit

Am I eligible for 24H visa-free transit?

I'm a sudanese student traveling from Japan to Sudan through Guangzou - dubai with China southern air, Then changing airlines in Dubai, Am I eligible for TWOV only if I get a transit visa in Dubai?
