About:24-Hour Visa-Free Transit

12 layover in Shanghai

American passport holders
LAX -> Shanghai -> Denpasar

We have a 12 hour layover both ways. Will we be able to leave the airport and travel into Shanghai for tourism purposes?

You are able to use 24h twov in Shanghai. No visa will be needed. If you want to leave the airport, then it is up to the immigration officer and what "policy" they have in store that day.
