12 layover in shanghai

Question

American passport holdersLAX -> Shanghai -> DenpasarWe have a 12 hour layover both ways.  Will we be able to leave the airport and travel into Shanghai for tourism purposes?

You are able to use 24h twov in Shanghai. No visa will be needed. If you want to leave the airport, then it is up to the immigration officer and what policy they have in store that day.
