144 hour visa between Regionms

Please, let me know if the following itinerary can be done with the special 114 hours waiver:

Hong kong to Beijing, 3 days in Beijing
Beiking to Xian, 3 days in Xian
Xian to Hong Kong

You cannot make use of 144h twov in mainland China.

144 hour transit without visa with initial landing in Beijing only allows you to visit Beijing, Tianjin and Hebei regions.
