144-Hour Visa-Free Transit in Guangdong?

As of today, 10 July 2018, is the 144-Hour Free Transit plan for GUANGDONG now active?? If not, is there a confirmed date in 2018 for the plan to take effect?
Thanks.

Nathalie,
Go take a LOOK at this website......shows current visa information for visitors coming to an important Chinese trade show in September, 2018.
From what I read online, the 144-Hour plan is now in effect for Guangdong. WHAT DO YOU THINK??? CAN YOU CONFIRM THAT THIS INFORMATION IS CORRECT?

They've been saying this for two years but nobody knows when the scheme is going to be implemented.
