About:Overstaying in China & Penalty

I have 10 year multiple enrgg visa which expires in 2026; I need to exit every 60days

but I stayed an extra 5 days because of emergency, I went to the airport on the 60th day to exit but all my bags were stolen, I received the exit stamp from China airport but didn't get the stamp on Hong Kong because I had to cancel my flight to report the theft. What would be the penalty?

So you cleared outbound immigration but did not depart on a flight and re-entered Mainland China instead? In this case an officer should've informed you when you must leave Mainland China. I would not worry too much if you have a new entry stamp as it should mean another 60 days' stay. However, if they simply canceled your departure stamp instead, your legal status in Mainland China may be in limbo and you should visit an Exit and Entry Administration office to see whether they can offer you some kind of extension.

Also HK does not stamp passports.
