About:72-Hour Visa-Free Transit

I have a 20 hour stopover in schenzen from Taipei to Phnom Penh next week.

Will I be able to get a 24 hour direct transit on arrival so I can see the city?

No. Transit without visa is not available in Shenzhen. You need a visa or different flights.
