About:24-Hour Visa-Free Transit

Stop-Over in Shanghai for 10hrs...

Hello. I have a Philippine passport and live in the US. On my way back from Asia, I have a Stop-Over in Shanghai for 10hrs. Do I need a visa if I choose to go on a city tour, or is that considered direct transit.

Thank you!
