About:Chinese Embassy in South Korea

Can I be a citizen of Kazakhstan, get a visa to China in Seoul?

Hello, I am a citizen of Kazakhstan, but at the moment I study in Russia in the city of St. Petersburg. I come to Seoul for a student forum, after going to China too on the forum (there is an invitation). But at the Russian consulate I was not given entry permit, saying that citizens of Kazakhstan, should receive it in their country. Such a question can I get one at the Chinese embassy in Seoul?

You cannot get it in Seoul if you don't have valid ARC card in there. You are advised to make the application in your home country.
