Does 144 Hour Free Visa apply to scenio? US>Hong Kong 3 nights>Shanghai 2 nights >US

Must examples show 144 Hour Free Transit as XX Country>Shanghai>Hong Kong>XX Country. Does switching the order apply? Or should one be safe and get an official Visa to travel to mainland China?

All they care about is country immediately before and after China - XX Country>Shanghai>Hong Kong is valid for Air Travel.

Also Hong Kong > Shanghai > XX Country is allowed as long as country XX is not Hong Kong.
