First make sure this is confirmed ticket and not standby which is not eligible. Second its up to the immigration officer if they will let you leave the airport. Under 24 hour, Shanghai has been refusing the ability to leave the airport. Usually they will let you in if you are required to change terminals or have hotel reservation.
