Can I use 24h transit visa to go from Guangzhou to Hong kong

Hi, I´m flying from Copenhagen to GZ and wonder if I can apply 24h transit visa upon arrival to go from GZ to Nansha and take the ferry from there to Hong Kong if it is within 24hours after arrival to GZ? I carry Swedish passport.
