About:24-Hour Visa-Free Transit

Do I need a Visa ?Layover in Shanghai Pudong

I am looking to book a flight with a 19 hr layover. I am thinking of leaving the airport and sleep in a hotel and fly out next day to Japan.

Flight is from Taiwan to Shanghai Pudong and then to Japan

Do I need a visa and can I leave the airport?

Leaving the airport without a visa for a layover under 24 hours is at the immigration officer's discretion. The situation in Shanghai is especially unpromising as even a hotel reservation could not guarantee entry in some past cases. You should either stretch your layover so it exceeds 24 hours, get a 10-year visa, or avoid Shanghai.
