Layover Situation

Very nice guide guys, thanks!
What about if there are layovers involved?
E.g. I have to get to Hangzhou but there's a layover in Beijing. Will Hangzhou be considered the "3rd country" so I won't be allowed in? Or will Singapore be considered as the 3rd party country?
