Transit visa query. I have an indian passport

I am traveling from singapore to mexico city via beijing. my layover in beijing is 12 hours and the next flight is from a different terminal in beijing PEK. Am i allowed to exit the airport for a few hours and then go to the other terminal ? My flights are -Singapore-Beijing (Air china) and then beijing to mexico (hainan airline)
