15 hour stopover in Shanghai, then 4 hour stopover in Beijing

I am an Australian citizen flying from Melbourne to Shanghai Pu Dong. I have a stopover of 15 hours, and I want to leave the airport, and stay at a hotel in the city. Then I fly from Shanghai Hongqiao to Beijing (4 hour stopover), then from Beijing to Moscow. Can I receive a free transit visa for the 15 hours in Shanghai?
