US Citizen Apply in Japan

My brother is in Okinawa. Here in the US we need to apply in person or send to an agency to apply in person on our behalf at the consulate. Is that the same in Japan? If so, what agencies are best for application in Japan?

It's the same in Japan. You can submit the application to the CVASC in Japan.
