About:How to Apply for a China Visa

turkish national transit visa

hello. i have a turkish national travelling on the following .. MANILA-GUANGZHOU-SAIGON..
does he need a transit visa and does he get it on arrival at guangzhou or must it be pre arranged?

this is for a seaman ticket... he is holding normal passport with seaman book.
