I am in Beijing for 9 hours and would like to go into the city for a few hours.

Is there a fast track service for getting out & back into the airport departure area?

The airport express and subway is recommended. Take airport express to Dongzhimen and switch to subway line 2 to Qianmen.
Then, you can enjoy Tian’anmen square and the appearance of Forbidden City, and shopping in Qianmen Street.
After that, take subway line 2 and airport express back to the airport.
Oh, it takes about 1h for a single trip!
