USA - Qingdao (17-hr Layover) - South Korea

Hi,
I will be flying from USA arriving in Qingdao with a 17-hour layover and then fly to South Korea. Will I need a Temporary Stay Permit, and can this be obtained before or after arrival? I would like to visit the beer street.
Thank you.

You qualify for the 24 hr direct transit in Qingdao, and you can apply for after arrival at the airport. Nice trip.
