About:144-Hour Visa-Free Transit

USA-Japan-Shanghai-USA

The airline in Chicago said that we needed a visa, but when we showed them this they said they didn't know how it worked. Can we use this visa free program? We are also worried that we'll get stopped and not let on the plane to Shanghai from Osaka.

That would be fine if your Shanghai-US flight does not stop in Japan and Shanghai is your only stop in China. For airline not recognizing TWOV, you can suggest the ground staff to check Timatic, a database that airlines use. Alternatively, have Shanghai immigration's number handy and let the airline call the immigration office to verify.
