transit Guangzhou on flight traveling DXB to Saigon

I am traveling Dubai to ho chi min via Guangzhou. I have a 7 hour lay over - can I get transit visa at airport to go outside and see city?

You can use 24 hr direct transit in Guangzhou, and no visa is needed. You can leave the airport to tour the city, too. Nice trip.
